(1) If a civil servant is to be suspended, the officer authorized to order the punishment shall deliver the suspension letter and the written letter to the concerned employee to submit the explanation in accordance with sub-section (1) of section 66 of the Act.
(2) The officer who has the right to order punishment may himself or any other officer conduct a departmental investigation in accordance with sub-section (2) of section 66 of the Act and take a report with his judgment before demanding clarification from any civil servant.
